    The Culver Sister City Committee will welcome high school students and chaperones from Iksan South Korea, one of Culver's international sister cities, for a potluck on July 22 at 4 p.m. in Carlson Park.     Culver City Observer Editor and Sports Editor Mitch Chortkoff has died after a short illness. The announcement was made by Observer Publisher Stephen Hadland on Wednesday afternoon. Chortkoff covered the Los Angeles Lakers for the Los Angeles Herald Examiner and Copley Press. His column appeared in the Daily Breeze and Santa Monica Evening Outlook.
