    With mailed-in ballots being counted daily, Mayor Goran Eriksson is still clinging to third place in the City Council election, according by the Los Angeles County Registrar.     2/16: Westbound lanes of the Santa Monica (10) Freeway were temporarily closed Monday afternoon as the SMFD extinguished a brush fire, the SMPD said. It appeared to have started at a homeless encampment in the undeveloped land adjacent to the freeway offramp. The fire was reported about 10:49 a.m. near Lincoln and Olympic.
