    Responding to a well-orchestrated campaign to “Protect Culver City Renters,’” the City Council voted 4-1 this week to move forward on a 12-month rent freeze. At Monday night’s meeting that stretched till 1 a.m., the council rebuffed local apartment owners, directing staff to draft a rent-freeze ordinance with a 3% cap on rent increases.
